Compensation for the cost of agricultural machinery among the priority areas of state support in 2022
The plans include paying subsidies for keeping livestock, expanding areas for gardening, and supporting organic production.
In the next year, in 2022, Ukraine will continue to operate programs to support domestic farmers, operating in the current year, such as: partial compensation for the cost of agricultural machinery and equipment, cheaper loans for the agro-industrial complex, financial support for the development of horticulture and viticulture, subsidies for new farms and others.
As a UNIAN correspondent reports, this was announced by the First Deputy Minister of Agrarian Policy of Ukraine Taras Vysotsky during the All-Ukrainian Farmer Forum.
“One of the most ambitious programs of state support, which supports not only Ukrainian farmers but also domestic producers of agricultural machinery, is a partial compensation for the cost of this equipment in the amount of 25%,” Vysotsky said.
The current program, which is being implemented together with banking institutions, is to reduce the cost of loans. As the deputy minister explains, this is an interest rate compensation in the amount of 1.5 of the NBU discount rate (today it is about 13%).
Also, added Vysotsky, there is a program that provides support for gardeners and winegrowers.
“We systematically support this direction. The support consists in compensation for up to 80% of the cost of seedlings, up to 50% of the cost of infrastructure construction and up to 30% for the purchase of special equipment, ”Vysotsky said.
He also said that it is planned to pay a subsidy for new farms that will work on the land. The amount of the subsidy is UAH 5,000. per 1 ha, but not more than UAH 100 thousand. for one farm. For enterprises that are ready to engage in raising cows, a subsidy of 10 thousand UAH is expected. per head, but not more than UAH 300 thousand. on the farm.
"Starting from the new year, it is planned to launch a new program, which provides for 10-year interest-free loans of up to UAH 1 million for family farms to buy land, if there is such a need, but these funds can be used for other purposes," Vysotsky said.
According to him, a new direction of support for animal husbandry has been launched this year. This is a special subsidy in the amount of 1 thousand hryvnias for one head of a ewe, bright, goat. And also the payment for the increase in the number of cows of their own reproduction – up to 30 thousand UAH, which will stimulate enterprises to engage in internal breeding and update the herd with high-quality livestock.
The state also supports farmers who are engaged in the cultivation of niche crops. According to the Deputy Minister, there is a program for paying UAH 5,000 per hectare, but not more than 300 hectares for those who grow buckwheat. It is planned to add payments for the cultivation of such crops as sorghum, oats, millet, rye, and sugar beet to this program.
As more and more crops suffer from drought, there is a need for irrigation of the land. The state is ready to support agrarians who will use the reclaimed land and will compensate them up to 25% of the cost of expenses, Vysotsky noted.
Also among the ideas for the future, according to the official, there is continued support for the development of animal husbandry, an increase in areas for gardening, which, first of all, will increase the number of jobs and develop organic production.
Financing of the agricultural sector:
To finance the agricultural sector in the draft budget for 2022, 8 billion hryvnias are allocated, while in the budget for the current year, expenditures for this area amount to 4 billion hryvnias.
