Until December 1, the Ministry of Agrarian Policy and Food of Ukraine will accept documents for receiving state support for agricultural producers who use reclaimed land. This was reported by the press service of the department.

It is indicated that documents will be accepted in paper or electronic form.

They must be drawn up in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated October 11, 2021 No. 1070 "On approval of the Procedure for the use of funds provided in the state budget for the provision of state support to agricultural producers using reclaimed land."

Acceptance of documents for obtaining state support for agricultural producers using reclaimed land will take place in the lobby of the first floor of the premises of the Ministry of Agrarian Policy and Food of Ukraine at the address: st. Khreshchatyk, 24, Kyiv, 01001, according to the following schedule:

• From 22 to 26 November 2021, the reception time is 11: 00-12: 00
• From November 29 to 30, 2021, the reception time is 11: 00-12: 00

At other times during the specified period, you can transfer documents by calling the responsible employees of the Ministry of Agrarian Policy in advance.

It is reported that the procedure for the use of funds provided for in the state budget for the provision of state support to agricultural producers using reclaimed land provides for a mechanism for providing state support to agricultural producers carrying out agricultural activities on agricultural land with the use of hydrotechnical reclamation, the procedure for submitting documents, and their consideration by the commission. making a decision on the payment of budget subsidies and a mechanism for channeling funds, as well as will strengthen control over compliance with legislation in the provision of state support.

The implementation of state support will provide:

• an increase in the gross production of agricultural crops;
• food security of the state in the face of climate change;
• restoration and modernization of irrigation systems;
• will help to optimize the use of water resources.

The main manager of budgetary funds and responsible executor of the budget program is the Ministry of Agrarian Policy.

The recipients of budgetary funds are agricultural producers who carry out agricultural activities on agricultural land with the use of hydro technical reclamation.

State support in the form of budget subsidies is provided to agricultural producers - legal entities, regardless of the organizational and legal form and form of ownership, and to individuals - entrepreneurs using reclaimed land:

• do not have initiated bankruptcy proceedings, and/or have not been declared bankrupt, and/or are not at the stage of liquidation;
• do not have on the first day of the month in which a decision is made to include an agricultural producer in the distribution of budgetary funds, arrears overdue for more than six months, the control over the collection of which is entrusted to the STS authorities. (p. 3. Order).

State support is provided in the form of a budget subsidy to agricultural producers on a non-refundable basis in the amount of up to 25 percent of the cost of expenses (excluding value-added tax), carried out in accordance with the project documentation approved in the established manner, but no more than:

• 7,500 hryvnia per 1 hectare of cultivated land for sprinkler irrigation, excluding the cost of irrigation equipment;
• 19500 hryvnia per 1 hectare of cultivated land for sprinkler irrigation, taking into account the cost of irrigation equipment;
• UAH 18,750 per 1 hectare of cultivated land for drip irrigation.

State support is provided:

for the reconstruction of existing and/or construction of new systems for commissioned on-farm irrigation systems using sprinkler irrigation (materials, tools, sprinkler equipment, canals, lower-level pipelines, other stop valves) or drip irrigation (materials, tools) November of the previous year until October 31 of the current year.

To obtain state support, agricultural producers submit the following documents in paper or electronic form to the Ministry of Agrarian Policy by December 1:

• an application for receipt of budgetary funds indicating the number and date of the document confirming the acceptance into operation of the completed construction of the facility;
• a certificate of opening a current account issued by the bank;
• information from the State Register of Rights to Real Estate, confirming the ownership and/or use of the land plot, current as of the date of filing the application;
• standard form No. OS-1 Acceptance certificate (internal movement) of fixed assets (for objects accepted in operation in the current year, in particular, equipment) - for partial reimbursement of the cost of construction of objects;
• standard form No. OZ-2 Acceptance certificate of the repaired, reconditioned
• pickling and modernized objects - for partial reimbursement of the cost of reconstruction of objects;
• a copy of the project passport certified by the signature of the head of the enterprise and a copy of the estimated part of the project documentation;
• a written commitment to return budget funds to the state budget within a month in case the regulatory authorities establish the fact of their illegal receipt and/or misuse.
